DIKOME BALUE 2012 CULTURAL FESTIVAL-DIBUNU

As an event celebrated once every year during the period of March, Dikome Balue will this year again launch the same annual festival. Arrangements are already being made in the following domains to give the festival a different look this year;
Road network, Sanitation of the village and Moral of the indigenes. It should also be noted that a decree has been passed banning locally manufactured spirits and uncontrolled drinking.
In the same vein, DIDECO also passed another decree reducing the transport fare from the usual 5000 frs to 3500 frs from Kumba to Dikome Balue.

MINUTES OF DIDECO ENLARGED EXCO MEETING HELD ON THE 21ST OF JANUARY 2012 AT VIANELLO HOTEL KUMBA

On the 21st of January 2012 DIDECO held an enlarged exco meeting at vianello hotel Kumba. In attendance were all chapter executive from yaounde, Douala, Limbe, Matoh, Ekombe, Ekondo titi, Makobe, Butu-matoh, Muyuka, Buea, Dikome Balue and Lobange.
The meeting proper started at 10:45 am with the reading and adjustment of the agenda. This was followed by opening prayer led by Rev. Misodi, the singing of the national anthem and a minute of silence observed for Pa S.N. Dioh who passed away on the 27th of December 2011 in Limbe.
When the president took the floor he gave a rundown of the various activities so far carried out by the Exco since it was put in office on the 9th of may 2009. He said the concertion time is over and it is time for action. He reminded the various stake holders that they should be brief and avoid repetition.
Introduction of all Excos from the various chapters and the various resource persons.
The secretary general then read the minutes of the last Exco meeting and after the minutes were adopted by madam Mabia Gladys and Mr mbongi Barnabas.
From matters arising from the minutes the following points were discussed;
On the issue of water project, which was given to Mr Nebare Victor and Elangwe Wilson to carry out the costing for the distribution of water in the whole village. After a cross examination it was noticed that the assignment was not properly followed up. Everybody was cautioned that whenever given an assignment there should be a proper follow up and a report given to the national Exco for execution. It was also revealed that the Germans are coming in March for the water project with a 15 man delegation. Hence it was proposed that we look for another project instead of fighting with the Germans on what they have choosen to sponsor and execute. The Germans also proposed that there should be a road leading to the new proposed catchment. The vice president ordered the caterpillar which was in the village to create a road there. After consecrations it was decided that a road be made but not right to the catchment for security reasons and that the rest of the track leading to the catchment be a foot path.
On the issue of grading the village streets the assembly was informed that for the conservation of our culture, the village should be left as it is and that if any development is to take place it should be done outside the old village.
On the chieftaincy issue the head council reported that the village went back and selected Kingmakers in Dikome balue from the three families and those selected included the following:

The new king makers met and still confirmed Mr. Lobe Mina as the new chief elect.
The exco did not fulfill their mission to meet with the former chief and the SDO due to the ill health of the President. But the exco was told to accomplish its assignment since the village had done its own part of the assignment.
On the issue of the land dispute between Dikome and mofako the head council informed us that Dikome had given their own share of the money but the mofako people refused to give any money. But Mr. Elangwe peter was informed to continue with his project.
It was also proposed that we get documents from national geographic institute which will determine the land boundaries between Dikome and other villages.
Mr Lobe Mina told us that the first Germans arrived Dikome Balue about 1824 and mofako people only settled in their present village around 1940 reason why they are not to determine boundary between mofako and Dikome.
On the issue of the high school taking off, the principal gave the following reasons;
• That a principal for the second cycle had not been appointed.
• That for the second cycle to take off with arts subjects we needed at least 18 teachers and that we could not use PTA teachers because they can leave at anytime. And if we have to recruit them, who will pay them?
• There is a problem of infrastructure. There are no classrooms and if DIDECO is willing to help, they should start with the construction of classrooms

FINANCES;
On Financial Matters each chapter was called upon to give its financial situation.
1. Limbe – 358.000 frs for 90 members
2. Douala- 2.117.500 for 65 members with 31 members already paid
3. Yaounde – 156.000 frs for 56 members with 37 members already paid
4. Kumba – 43.000 frs for 78 members with 11 members already paid
5. Makobe – 147.000 frs
6. Matoh –Butu – 91.000 frs
7. Dikome- 88.000 frs
8. Ekondo titi – 22.000 frs
9. Ekombe – 5.000 frs
10. Muyuka – 5.000 frs
11. Matoh – Nil
12. Buea – nil
13. Tiko – Nil
14. Lobange – nil
15. Hon. Itoe Benjamin – 20.000 frs
16. Secretariat – 37.900 frs
17. Mr Mbongi Barnabas – 5.000 frs
Total = 3.108.400 frs cfa

NB; The money for the Douala chapter is still awaited because the president is one of the signatories of the bank was not around.
That the DIDECO Douala chapter will pay the money into the national DIDECO account in Kumba and send copies to the financial secretary and the secretary general should be informed.
The vice president remarked that chapter exco should set an example and be the first to pay their dues before any other members. Of the three (3) registers which were given to Kumba during the time of the exco, two were withdrawn from them because the chapter was not organized.
New registers were given to Ekombe, Dikome Balue, Buea and Ekondo titi.

GENERAL MATTERS
The Exco pleaded with the head council to ask the village if the Dibunu could coincide with the visit of the Germans. It was also requested that the roads leading to the village be cleared, but the head council said that DIDECO should write to the youth president because there is a lot of disorderness in the village.
Taking the floor the president of the adhoc committee for the followup of projects in the village said the problems we have is that there is no followup of targets. And that we should set precise dates on everything that we want to do.
In turn Honourable Imbia said he was happy when the Exco came into being. But made the following suggestions;
• That the secretariat should have a register for minutes
• That resource persons like him should be invited in such meetings
• That Exco meetings should be held at least once every three months
• That we all should be behind the person who was proposed as the new chief
• That there are places which are more remote than Dikome which have a high school and we should fix our target that the high school should take off this year.
• That meetings should be held in Dikome too.

On the issue of lodging the Germans it was proposed that the Presbyterian would lodge five of them, the catholic 5 and the village 5. Another proposal was that the health centre could be arranged so that all of the Germans could be lodged in there.
On the issue of membership cards it was decided that they will be available during the march meeting in the village.

PROJECTS
After a close examination of the various projects at hand after the water project was taken over by the Germans, the next project was the construction of classrooms in GHS Dikome Balue.

ELECTRICITY PROJECT
That a letter be written to hierarchy to find the where about of the generator which was suppose to come to Dikome Balue for the rural electrification project. The Vice President announced that he had bought another generator for his own project in the village but said for the time being the village can use his own own but the problem will be fueling. It was suggested that a fund shall be opened to that effect.
On the issue of fundraising, Senior police commissioner, Ngoe evelyne said we should organize fundraising in big towns like Yaounde, Douala, Limbe etc where our partners can help us raise funds as it is obtained in other areas.
On cultural issues it was said a committee should be set up for the revival of our culture and the heads of the committee will be Miss Lydia Etinge and Mme Bertha Bongo Misodi who have upto November to bring up proposals.
Honourable Itoe Benjamin sent a contribution of 20000 frs and announced the creation of Credit unions to generate funds.
It was also proposed by the treasurer that there should be funds created for renovation of churches in Dikome because of the dilapidating nature of churches.
For the books sent by Oroko USA, it was proposed that a two man delegation composed of Madam Bertha Bongo Misodi and Mr Elangwe Wilson were given the authorization to handle the matter and execute it as soon as possible.
In a nutshell, the president concluded by advising all and sundry on the need to be one in order to succeed in the development of our village, Dikome Balue and also reminded all on the necessity to have the village at heart and start constructing houses there. He reminded all of every decision taken and finally advised every individual involved to be conscious of his or her assignment.
The meeting ended at about 4:30 pm with a heavy reception coordinated by the National Exco.

AFTERMATH OF THE ENLARGED EXCO MEETING HELD AT KUMBA

At last the enlarged exco meeting took place at Vianello Hotel in Kumba. It  witnessed a mass attendance of about 80 persons  from all branches of Dideco, Diyocuda and Resource persons.. There was an extra heavy reception after the meeting.
